INDIVIDUAL CONSULTANT SELECTION
Assignment Title: Development of a Performance Management System for CCARDESA Secretariat -CCARDESA Secretariat, Botswana.
The Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) has received financing from various donors towards its mandate of Coordinating Agricultural Research and Development in Southern Africa and intends to apply a portion of these proceeds towards eligible payments under this contract. Payment by CCARDESA will be made only against approved deliverables, and will be subject, in all respects, to the terms and conditions of the CCARDESA financial Management Systems.
The primary objective of this assignment is to develop and implement a comprehensive Performance Management System that aligns with the newly revised strategic direction, operational plans, and organizational structure.
The specific objectives of the assignment will include, but not limited to the following;
- Establish a performance management framework that cascades strategic objectives across all levels of the organization.
- Develop key performance indicators (KPIs) for all positions starting with the Executive Director, followed by Directors, Coordinators, Managers, Officers, Assistant Officers, and support staff (e.g., secretarial and clerical positions).
- Develop and implement a Balanced Scorecard framework that integrates financial, stakeholder, internal processes, and learning & growth perspectives.
- Revise the current performance management policy to reflect the new strategy and organogram.
- Provide a roadmap for the implementation and sustainability of the PMS and BSC.
The Centre for Coordination of Agricultural Research and Development for Southern Africa now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information (Comprehensive CVs that show description of similar assignments, experience in similar conditions) demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Extensive experience in developing and implementing performance management systems and Balanced Scorecards.
- Expertise in human resource management and organizational development.
- Knowledge of strategic planning, KPI development, and Balanced Scorecard methodology.
- Strong facilitation and training skills.
- Familiarity with performance management tools and software.
The Consultant will be selected in accordance with the individual Consultancy method set out in the CCARDESA Procurement Manual.
